Proposals To Strengthen Accreditation and Recognized Cooperation to Allow Higher Education to Reach Low-income Groups

The EduTrust Education Quality Accreditation Association (EEQA) is based on education fairness, so as to promote higher education in developing countries or poor countries that pay more attention and development, and initiates mutual certification and recognition of EEQA. Co-construction, sharing, mutual trust, mutual learning, and win-win cooperation strengthen bilateral and multilateral cooperation in certification and recognition. Therefore, the initiative "Proposals to strengthen accreditation and recognized cooperation to allow higher education to reach low-income groups" is issued.
 
The initiative has four aspects.
 
First, strengthen mutual certification and accreditation organizations and institutions of EEQA, communication in certification and accreditation regulations, consultation and coordination in relevant international certification and accreditation affairs, enhance mutual understanding and trust, and improve certification procedures and institutional arrangements Meet each other halfway and avoid unreasonable and unnecessary obstacles. Encourage organizations and institutions to carry out academic and technical exchanges, and jointly promote good practices in certification and accreditation. Advocate the establishment of an information exchange mechanism covering various fields of certification and accreditation, enhance the transparency of technical mutual recognition measures, and realize resource sharing.
 
Second, speed up the process of bilateral or multilateral mutual recognition of certification and accreditation, and promote international mutual recognition of certification and accreditation and certification certificates. It is even more necessary to share the global development trend, climate change, non-traditional security and other common concerns with colleges and universities developing emerging industries such as new energy and e-commerce, and accelerate the mutual recognition process in new fields such as renewable energy, low-carbon, and cross-border e-commerce; Focusing on practical needs such as production capacity cooperation and infrastructure interconnection, promote the formulation of common certification and accreditation standards and consistency procedures in areas of common interest by all parties, and ultimately realize "one standard, one certificate, regional access."
 
Third, starting from the development needs of mutual certification and accreditation organizations and institutions, jointly promote the deep integration of certification and accreditation with academics and technologies, and enhance the ability of certification and accreditation to serve economic and trade development. Jointly improve the level of interconnection and intercommunication, promote mutual assistance and mutual assistance among various organizations and institutions in certification and accreditation academic construction, technical services, information sharing, and certification procedures, encourage mutual certification and accreditation organizations and institutions to provide international mutual assistance and agency services, and promote The joint construction and sharing of the academic quality certification system of various organizations and institutions.
 
Fourth, on the basis of mutual openness and mutual benefit, jointly promote the construction of academic quality systems, jointly develop certification and accreditation markets, create an open, transparent and fair competitive market environment, and encourage mutual certification and accreditation organizations and institutions to develop market Integration and regional cooperation, providing regional and localized services for target users, promoting certification and recognition, and teaching and research services.
 
The EduTrust Education Quality Accreditation Association (EEQA) will further expand the opening of the certification and accreditation field, welcome more academic certification and accreditation organizations to recognize each other, expand the global certification market, and provide more convenience for organizations and institutions; Certification and accreditation organizations and institutions jointly develop inspection and testing, certification and accreditation markets, and provide more convenient and excellent conformity assessment services for local universities, colleges, and related enterprises, institutions, and organizations engaged in education.
